Project Manager – Software & Digital Platforms - Contract

Immediate Start: We are looking for an experienced Senior Technical Project Manager to join a technology delivery team in Dubai, supporting complex digital platforms and enterprise technology projects across government, semi-government and large enterprise clients in the UAE.

This is a delivery-focused role for someone who understands technology and software delivery environments and can effectively coordinate technical teams, client stakeholders and third-party vendors.

You will be responsible for ensuring projects are properly planned, governed and delivered across scope, timelines, risks, dependencies and resources.

This is not a hands-on engineering, architecture or infrastructure position. You should have strong technical awareness and be comfortable working with technical teams, without needing to be a hands-on developer or architect.

Key Responsibilities

• Manage technology projects from initiation through delivery, deployment and closure.
• Develop and maintain project plans, milestones, delivery schedules and resource requirements.
• Coordinate across business analysis, architecture, engineering, QA, infrastructure and client teams.
• Manage project timelines, scope, risks, issues, dependencies and deliverables.
• Identify delivery blockers and ensure appropriate owners take action.
• Coordinate technical dependencies across applications, databases, integrations, environments and third-party systems.
• Support development, testing, release and production deployment activities.
• Establish and maintain appropriate project governance and controls.
• Prepare clear and accurate project status reports for clients and senior leadership.
• Maintain RAID logs, action trackers, decision logs, dependency trackers, change logs and milestone plans.
• Facilitate project meetings, technical coordination meetings and steering committees.
• Manage scope changes and coordinate impact assessments across technical and functional teams.
• Act as the primary day-to-day delivery contact for assigned projects.
• Manage relationships with client business and technology stakeholders, internal teams and external vendors.
• Escalate material risks, delays and decisions proactively.

What We're Looking For

• 8–10 years' experience managing technology, software or digital transformation projects.
• Proven experience delivering custom software, enterprise platforms, portals, mobile applications or systems integration projects.
• Experience managing projects across the full software development lifecycle.
• Strong experience coordinating technical teams, clients and third-party vendors.
• Previous experience working with government, semi-government or large enterprise organisations in the UAE.
• Strong project governance, risk, issue, dependency, scope and change management experience.
• Experience working across Agile, Waterfall and hybrid delivery methodologies.
• Experience managing multiple workstreams within complex stakeholder environments.
• Background in technology consulting, systems integration, enterprise software or professional services.
• Fluent Arabic and English communication skills.

Technical Exposure

You should have sufficient technical understanding to manage projects involving areas such as:

• Oracle Database
• Microsoft Azure
• Camunda or similar workflow automation platforms
• APIs and system integrations
• Software development and testing lifecycles
• Development, testing and production environments
• Release and deployment processes
• Data migration
• Enterprise application dependencies

Deep engineering or architecture expertise is not required. The key requirement is the ability to understand technical discussions, identify delivery implications and coordinate the right people to resolve issues.

Important Information

• This position will initially be offered on a 4-month contract, with potential for extension depending on project requirements and performance.
• Candidates must be currently based in the UAE and hold their own valid UAE visa.
• The company will not provide visa sponsorship.
• Candidates must be available to work in Dubai.
• Fluent Arabic and English is essential.
