Finance Manager (CFO)- Mandarin Speaker

We are seeking a Finance Manager (CFO-level) for a greenfield manufacturing project in Oman. The role involves leading financial management from construction to operations. Candidates must have extensive finance leadership experience in manufacturing or asset-heavy industries, with expertise in budgeting, cost control, and compliance. Fluency in Mandarin and English is essential, along with GCC regional experience.

Key Responsibilities:

As the Finance Manager, your primary responsibilities will include:

Financial Strategy & Planning:

  • Develop and implement financial strategies aligned with the plant’s operational goals.
  • Lead budgeting processes, financial forecasting, and cash management strategies to maximise efficiency and support business growth.
  • Establish comprehensive financial models for feasibility studies, scenario analysis, sensitivity analysis, and investment decisions.

Accounting & Reporting:

  • Oversee accounting operations to ensure accuracy, compliance with legal standards, and alignment with company policies.
  • Prepare detailed monthly, quarterly, and annual financial reports, including balance sheets, profit and loss statements, and cash flow analyses.
  • Ensure timely preparation of local and group-level financial statements and management reports to support decision-making.

Cost Control & Risk Management:

  • Manage financial operations during the construction phase, including fund utilisation monitoring, payment schedules, cost control alerts, and ROI tracking.
  • Design and implement internal control systems tailored to the plant’s needs, focusing on procurement payments, contract execution, inventory assets, and compliance risks.
  • Develop tax strategies to optimise obligations while ensuring compliance with local laws and regulations.

Cross-Functional Collaboration:

  • Work closely with engineering, procurement, supply chain, production, legal teams, and external advisors to align financial arrangements with project milestones.
  • Support cross-departmental collaboration mechanisms to enhance operational efficiency.

Team Leadership & Development:

  • Build a high-performing local finance team to provide stable support for long-term plant operations.
  • Drive digitisation initiatives within the finance function to enhance process efficiency and standardisation.

Candidate Requirements:

To excel in this role, you should meet the following qualifications:

Education & Skills:

  • Bachelor’s degree or higher in Finance, Accounting, Financial Management, Audit, or related fields; professional certifications such as CPA/ACCA/CMA are preferred.
  • Fluency in Mandarin (required) and English; Arabic language skills are an added advantage but not mandatory.
  • Strong knowledge of international accounting standards (IAS) and financial reporting standards (IFRS).
  • Proficiency in financial systems; experience with SAP or similar software is advantageous.

Experience & Competencies:

  • At least 10 years of finance-related experience, including 5+ years in a leadership role within manufacturing or plant-based industries.
  • Proven expertise across core finance areas such as accounting, treasury management, tax compliance, internal controls, and business analysis.
  • Experience in manufacturing cost accounting and managing inventory assets such as raw materials and fixed assets.
  • Familiarity with large-scale projects or greenfield setups; prior involvement in capacity expansion or heavy asset investments is advantageous.
  • Experience working on overseas projects or cross-border finance management; willingness to commit to a long-term assignment in Oman is essential.
  • Strong business acumen with demonstrated ability to collaborate effectively across functions like engineering and production teams.
  • Resilience under pressure with strong risk awareness and results orientation in complex environments.
