HR Manager - Construction (Arabic speaking mandatory)

We are currently partnered with a large construction group to appoint an HR Manager, based in the UAE.

The role is responsible for end-to-end HR operations across the business, including employee relations, governance, compliance, and supporting senior stakeholders on people matters.

The position reports directly into the HR Director and plays a key role in ensuring consistent HR practices, policy implementation, and day-to-day operational effectiveness across the organisation for both corporate and blue collar employees.

Responsibilities

  • Lead and manage end-to-end HR and Administration functions across UAE/GCC operations
  • Oversee full employee lifecycle: recruitment, onboarding, contracts, performance management, and offboarding
  • Drive talent acquisition, workforce planning, and succession planning with business leaders
  • Manage payroll, compensation & benefits, and ensure compliance with policies and statutory requirements
  • Handle employee relations, grievances, disciplinary actions, and drive engagement and culture initiatives
  • Oversee training & development programs, including effectiveness and ROI tracking
  • Manage administration operations, HR systems (Oracle HRMS), reporting, and employee records
  • Ensure compliance with UAE/GCC labour laws, support policy development, and provide HR advisory to stakeholders

Requirements

  • Bachelor’s degree in HR or related field preferred; HR certifications (e.g. CIPD/CHRP) advantageous
  • Minimum 5 years’ experience in an HR Manager role within the UAE
  • Contruction or related inbdustry experience
  • Strong knowledge of HR operations, employee relations, compensation & benefits, and labour laws
  • Experience with HR systems (Oracle HRMS/HRIS) and reporting
  • Proficient in MS Office (Excel, PowerPoint, Visio)
  • Strong stakeholder management and advisory capabilities
