Group Learning and Development Manager

We are currently partnered with a Large Construction Group who are looking to appoint a Group Learning & Development Manager, based in Dubai (Arabic speaking).

Responsibilities

  • Develop and lead the Group wide Learning & Development strategy aligned to business objectives and long-term growth plans.
  • Partner with senior leadership and business units to identify capability gaps and future talent needs across the organisation.
  • Design and implement leadership development frameworks and programmes for executives, senior leaders, and high-potential talent.
  • Establish and standardise L&D policies, competency frameworks, and governance structures across all regions and subsidiaries.
  • Oversee blended learning initiatives including digital learning, academies, executive programmes, and experiential development.
  • Manage the Group LMS, reporting, and learning analytics to track engagement, ROI, and overall effectiveness.
  • Define and monitor L&D KPIs, dashboards, budgets, and performance metrics to support strategic decision-making.
  • Manage relationships with external training providers, universities, and certification partners globally.

Requirements

  • Arabic speaking candidates are essential for this position.
  • Previous exposure within construction, engineering, or project-based industries would be advantageous
  • Strong experience within Learning & Development, leadership capability, and corporate training strategy in large, multi-site or group operations environments is required.
  • Bachelor’s Degree in HR, Business Administration, or a related field is required; Master’s Degree/MBA preferred.
  • 10–15+ years of progressive experience within Learning & Development, Talent Development, or Organisational Development functions.
  • Proven experience operating at a senior or group level, managing regional or multi-business-unit L&D initiatives.
  • Strong background designing leadership development frameworks, succession planning initiatives, and capability-building programmes.
  • Experience establishing L&D governance, competency frameworks, policies, and performance metrics/KPIs.
  • Strong knowledge of LMS platforms, digital learning solutions, and modern L&D best practices.
  • Ability to manage senior stakeholders and external training providers, universities, and consultancy partners.
